RMLV Certificate: How to Become an Approved Manager

The RMLV, or Responsible Management of Licensed Venues, is a course that is required of most new and current liquor licensees. While a Queensland Liquor Licensing requirement and an OLGR (Office of Liquor and Gaming Regulation)-approved course, it is not a nationally accredited course. It is also a mandatory prerequisite for all approved managers, which one has to apply for via the Office of Liquor and Gaming.

 

An approved manager is a person who is assigned by a liquor-licensed venue licensee to be the responsible individual running the premises. The Liquor Act 1992 states that there are certain licences that need an individual licensee, or an approved manager, to be reasonably available or present in the premises during the following times:

 

  • ordinary trading hours, i.e. during 10:00 am to 12:00 am
  • any period of approved extended trading hours, i.e. between 12:00 am and 5:00 am
  • extended trading hours, i.e. between 7:00 am and 10:00 am

To apply to the OLGR to be an approved manager, applicants have two options to choose from:

 

First, they can fill out an online form, which they can access exclusively through the Queensland Government’s OLGR official website. Applicants must submit the necessary documentation and pay the fee within 24 hours.

 

Second, they can complete Form 82: Application for liquor and gaming individual employees and submit it through post.

 

In the event of a change in the assignment of approved managers on site, licensees can replace their appointee with another approved manager at any time, for as long as there is one reasonably available or present during the ordinary trading hours and on-site within the period approved extended trading times after 12:00 am. As well, it’s not required to inform the OLGR of the change.

 

The qualifications for an approved manager are as follows:

  •         An applicant cannot be an individual licensee.
  •         An applicant must be 18 years of age or older.
  •         An applicant must be a current holder of an approved RMLV (Responsible Management of Licenced Venues) certificate. Training for the RMLV certificate can be delivered through face-to-face and completed in a day.

 

The application for approval as an approved manager costs $510.20. All of the fees are indexed yearly. These fees are payable by the 31st of July every year. For credit card users who wish to pay these fees through this method, they can use the OLGR credit card payment authority form, which they can download on the official site of the Queensland Government. The approval remains in effect for five (5) years. Upon approval, approved managers are then issued a photo ID.

 

Following the five years since the approval, approved managers are advised to apply for renewal for $510.20 to be able to continue working in Queensland’s liquor and gaming industry.  Their RMLV certificate (which expires every three years) must also be current.
