Getting an RMLV Certificate in Queensland

Responsible Management of Licensed Venues, or RMLV, is a course requirement of the majority of new and current liquor licensees, and is mandatory for all approved managers. Although it is not a nationally accredited course, it is, however, a Queensland Liquor Licensing prerequisite and an Office of Liquor and Gaming Regulation (OLGR) approved course. Each licensed venue may be required to have an approved manager or nominee present during the majority of the operation hours, especially in the later hours.

 

Individuals who wish to further their career in the liquor and gaming industry may need to enrol and complete the RMLV course and certificate, respectively. From restaurant managers to assistant floor and night managers, general managers, food and beverage directors, operation managers, duty managers, and even senior bar staff, these positions often require—or at least preferably require applicants to have—an RMLV course certificate. However, for approved managers, a job appointed by the licensee of a liquor-licensed venue to be the person in charge of the premises, the RMLV is a mandatory prerequisite.

 

In order to become an Approved Manager, the OLGR (Queensland Office of Liquor Gaming and Racing) will require you to hold a current RMLV certificate.  This certificate expires every three years upon completing the course and receiving the certificate. The program makes sure that approved managers and licensees are well-equipped with the right skills and knowledge through training that meet the requirements when it comes to providing and performing the duties and responsibilities of a certificate holder.

 

Participants of RMLV do not necessarily have to obtain an RSA Statement of Attainment because the course already includes training in Responsible Service of Alcohol. However, in the event of completing the RSA training as part of the RMLV course, then, along with the certificate, it will expire after three years. Failure to renew the certificate or procure an RSA Statement of Attainment more than 28 days after its expiration, while continuing to serve alcohol, will get participants fined the maximum penalty.

After completing the course and receiving the certificate, STA requires participants to apply as an approved manager with the Office of Liquor and Gaming in compliance with the Liquor Act 1992. The Act states that certain liquor licences need an approved manager or individual licensee to be present or reasonably available during the regular trading hours as well as extended trading hours. The application fee for approval as an approved manager costs $510.20. The application fee for renewal of an approved manager is also $510.20.
